can a dog still have the urge,when a female dog is heat,and the male dog has been fixed?

Yes. The neutered (castrated) male dog can detect a female dog in heat. His drive is far from that of an intact male dog. Nevertheless, the "urge", as you put it, may still be there. Be careful the male dog doesn't end up in a fight with a neighborhood dog that may very well show up in your yard. (if the female in heat lives there too) This is a common, dangerous, and possibly costly occurrence.

Wen a male dog has been neutered it takes about 3-6months for the male to calm down and be normal when there are females in the area that are on heat it will take some time but dont give him the oppertunity to do things that he normally did when he wasnt neutered..he will soon forget and his hormones will calm down.
